Charisma University is excited to introduce Dr. Ron Guay as its new Chief Financial Officer (CFO), effective from March 1, 2019. Dr. Guay will assume this important role while also continuing in his capacity as Chief Strategy Officer (CSO) and as a dedicated professor specializing in accounting, finance, and strategic management. His appointment marks a significant step forward in our university’s commitment to excellence in financial management and academic leadership.
Dr. Guay’s leadership style is characterized by a strong emphasis on collaboration and collegiality. He encourages active participation from all members of the university community in our ongoing efforts to enhance financial management, which includes areas such as budgeting, financial planning, accounting, and reporting. Dr. Guay’s responsibilities extend to the formulation of financial policies, management accounting practices, directives, instructions, information bulletins, and the development and implementation of management and internal controls, including the implementation of the Balanced Scorecard (BSC).
With a remarkable career spanning decades, Dr. Guay has established himself as a renowned global accounting and finance scholar, with experience as both an academic and a practitioner. His multifaceted background includes roles as an auditor, controller, and CFO, providing him with a comprehensive understanding of financial management across various sectors of the economy.
Dr. Guay’s pioneering work in strategic management is exemplified by his successful introduction of the full accrual basis of accounting for the Government of Canada (GOC). During his 25-year tenure at the GOC, he oversaw the development and preparation of the GOC’s audited financial statements, issued financial policies and directives, and played a pivotal role in the publication of the Public Accounts of Canada.
Notably, Dr. Guay’s influence extended beyond Canada’s borders as he advised 43 sovereign governments on adopting and implementing Canada’s central accounts model. His expertise was sought by countries ranging from the smallest, such as Mongolia, to the largest, the United States of America. He also collaborated with counterparts in New Zealand and Australia, early adopters of accrual accounting, to exchange insights and experiences.
Within Canada, Dr. Guay’s contributions to financial standards were instrumental in the formation of the Public Sector Accounting and Auditing Standards Board (PSAAB) of the Canadian Institute of Chartered Accountants (CICA). Moreover, he was a key contributor to the formulation of CMA Canada’s Strategic Management Accounting Practices (SMAP), also known as Management Accounting Guidelines (MAG), for nearly 25 years.
Dr. Guay’s dedication to education is evident through his extensive teaching experience, encompassing various accounting, finance, and strategic management courses. He delivered these courses through the Receiver General (RG) for Canada, the Canada School of Public Service, accounting institutes, and universities. It is safe to say that the current state of financial management within the GOC owes a great deal to Dr. Guay’s vast intellectual contributions and invaluable insights.
In addition to his extensive professional experience, Dr. Guay holds a Doctor of Philosophy in accounting and finance, an MBA in strategic management, and undergraduate studies in accounting. He has earned multiple accounting designations, including CMA, CPA, and CA, from prestigious institutes around the world.
